My guess is that since the transformers are such an advanced robotic and technological race, that they have various means of communication. One theory is that he has passive wireless detection and can pick up things like Internet and television signals.

I would guess that the Transformers have something like Bluetooth. In close enough proximity to, say, Starscream, he could have downloaded any vital information he needed.
