In terms of raw power Optimus Prime was outclassed by several autobots. The most powerful of these was Omega Supreme who foil in the animated series was Devastator who was actually formed Voltron like from five other Decepticons.
Here are all the Voltron like combatants on both sides I can remember:
Decepticons: Menasor (Stunticons) Bruticus (Combaticons), Devastator (Constructicons)
Autobots: Superion. (Aerialbots), Defensor (Protectobots)

well, i gotta say, that mountain dew machine that turned into a robot in the movie looked pretty darn angry. id say that could kick some ass, wouldnt you :]
